Įgyvendinant Jungtinių tautų Neįgaliųjų teisių konvencijos (2010) nuostatas Lietuvos neįgaliųjų reikalų departamentas prie Socialinės apsaugos ir darbo ministerijos kartu su neįgaliųjų organizacijomis periodiškai atlieka Lietuvoje gyvenančių neįgaliųjų gyventojų apklausas apie jų individualiųjų poreikių patenkinimą. (Lietuvos neįgaliųjų draugija, 2018). Ataskaitoje ,,Neįgaliųjų individualių specialių poreikių tenkinimo tyrimas, įvertinant Jungtinių tautų neįgaliųjų teisių konvencijos nuostatų įgyvendinimo efektyvumą Lietuvoje“ (2018) teigiama, kad šiuolaikinės pagalbos neįgaliesiems tikslas – įgalinti neįgaliuosius patiems kiek įmanoma daugiau pasirūpinti savimi, sudaryti jiems sąlygas ir galimybes būti savarankiškiems ir patiems rūpintis savo gyvenimu. Labai svarbu įvertinti neįgaliųjų nuomonę apie individualius poreikius atitinkančios pagalbos prieinamumą, tinkamumą ir efektyvumą ne tik mieste gyvenantiems neįgaliesiems, bet ir gyvenantiems kaimiškose seniūnijose

The Lithuanian Department of Disability Affairs under the Ministry of Social Security and Labor together with organisations that work for the disabled periodically perform surveys of the disabled people living in Lithuania about satisfying their individual needs. These surveys are done while implementing the provisions of the United Nations Convention on the Rights of Persons with Disabilities (2010). (Lithuanian Association of the Disabled, 2018). In the report „The research on meeting the individual special needs of persons with disabilities, while assessing the effectiveness of implementing the provisions of the United Nations Convention on the Rights of Persons with Disabilities in Lithuania“ (2018) it is stated that the goal of modern aid for the disabled is to enable the disabled to take care of themselves as much as possible, to create conditions and opportunities for them to be independent, to watch over themselves and of their own lives. It is very important to assess the opinion of the disabled about the availability, adequacy and effectiveness of the assistance that meets their individual needs, not only of the disabled living in the city, but also for those living in rural municipalities.
