Administrative offenses committed by minors takes a considerable part. Juvenile delinquency is committed in various places - on the street, at home, at school, and most often victims of these violations become minors themselves, not minding the responsibility for the administrative offenses they commit. Although juvenile administrative misconduct is a topical issue in Lithuania, the specialization of administrative liability of juveniles in the Republic of Lithuania is slowly taking place. Therefore, the problem of this work is that there are insufficient legal norms in Lithuania to establish the peculiarities of juvenile liability in the administrative process and the lack of a comprehensive set of preventive measures (systems) aimed at stigmatizing minors and reducing the number of administrative offenses committed by juveniles is not sufficient and consistent with other relevant legal norms, the continuous increase of administrative offenses The aim of the work: to analyze the aspects of legal regulation and practical application of the peculiarities of administrative liability for juveniles and the preventive measures of juvenile administrative misconduct and their implementation in Lithuania. Work methods: analysis of scientific literature and documents, system analysis method, analysis of survey results, statistical analysis The structure – 1. The concept of a minor. 2. The Institute for Administrative Violence of Minors. 3. Causes and prevention of juvenile delinquency. 4. Comparison of Juvenile Proceedings in Lithuania, Estonia, Latvia Results of work: The investigation reveals the increasing causes of juvenile delinquency and preventive measures, reviews the characteristics of juvenile administrative responsibility and identifies disadvantages. An analysis of this topic could encourage taking into account the fact that juvenile offenders should be encouraged to feel responsible, understand the danger and harmfulness of their behavior, and that positive state support is crucial in this process. | en |
